• Appropriates funds to the Hawaii Technology Development Corporation to award grants to software application challenge participants for developing proofs of concept into prototypes for government use.

• Requires all grant-funded software applications to be released as open source, with at least 50 percent of project costs covered by non-government donations (federal, county, corporate, or philanthropic sources).

• Mandates the Hawaii Technology Development Corporation to submit a report to the legislature by 20 days before the 2019 regular session detailing grant amounts awarded and progress of software applications developed.

• Requires the Department of Business, Economic Development and Tourism to conduct a comprehensive review of the 2016-2020 Hawaii Statewide Comprehensive Economic Development Strategy and develop regional economic plans to attract, establish, or expand technology sector jobs in urban and rural areas of each county.

• Takes effect on July 1, 2050.
