Establishes the Governor's Coordinator on Homelessness as a statutory position within the Department of Human Services for administrative purposes, reporting directly to the Governor.

Designates the coordinator as the principal state officer responsible for performance, development, and oversight of programs, policies, and activities relating to homelessness.

Assigns the coordinator responsibility for implementing plans developed by the Hawaii Interagency Council on Homelessness and coordinating with county homeless coordinators to minimize duplication and monitor progress.

Authorizes the coordinator to employ exempt staff and adopt rules under chapter 91, with office space provided by the Governor's office or Department of Human Services if needed.

Appropriates general revenues for fiscal year 2018-2019 to establish the coordinator position and hire necessary staff, with funds expended by the Department of Human Services.
