Legislative Reference Bureau shall conduct a study examining consolidation of law enforcement activities and responsibilities from various state divisions and agencies into a single, centralized state enforcement division or agency.

Study shall analyze start-up and other costs, cost-savings, regulatory efficiencies, consolidation structure, and operational, administrative, financial, personnel, legal, and other issues associated with consolidation.

Legislative Reference Bureau shall solicit input from the Department of the Attorney General, Department of Land and Natural Resources Division of Conservation and Resources Enforcement, Department of Public Safety Narcotics Enforcement Division, and Department of Transportation Harbors Division.

Legislative Reference Bureau shall submit report of findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the convening of the regular session of 2019.

Act takes effect July 1, 2018.
