S.B. 2910 - Electric Grid Resiliency

• Creates a $50,000,000 revolving line of credit sub-fund under the Hawaii Green Infrastructure Loan Program for state agencies and departments to finance energy efficiency measures at 3.50% annual interest, with repayment from utility cost savings.

• Establishes a Grid Resiliency Task Force chaired by the governor with representatives from all state departments, Hawaii Emergency Management Agency, judiciary, Office of Hawaiian Affairs, legislature, and county mayors to identify critical infrastructure needs and provide grid resiliency recommendations.

• Creates a Grid Resiliency Loan Program administered by the Public Utilities Commission, funded by a new $20,000,000 appropriation and public benefits fees, to provide loans for battery storage devices paired with renewable energy systems at critical infrastructure like hospitals, fire stations, and police stations.

• Requires state agencies to meet with the public benefits fee administrator to ensure energy efficiency measures meet enhanced efficiency standards and contribute to the state's energy-efficiency portfolio standard.

• Requires electric public utilities to incorporate grid resiliency planning into their integrated resource and grid modernization planning.
