Appropriates funds from general revenues to the Department of Land and Natural Resources for fiscal year 2018-2019 to conduct Phase I and Phase II environmental site assessments at the former Lalamilo reservoir site on the island of Hawaii.

Covers environmental remediation, abatement, and disposal as warranted by assessment results.

Includes common transaction costs such as site planning, consultant fees, title reports, title insurance, appraisals, land surveys, entitlement costs, escrow fees, and recordation fees specific to converting the site for public library use.

Covers public notification costs including public notice pursuant to Hawaii Revised Statutes section 171-16.

Funds support due diligence for a land exchange transaction between the State and private parties to relocate a public library to the Lalamilo reservoir site; effective July 1, 2051.
