Requires all government procurement officers to complete mandatory training before engaging in or authorizing any procurement.

Mandates triennial (every three years) review training for all procurement and contracting workforce members, with loss of procurement authority for non-compliance.

Requires chief procurement officers, executive department heads, and their deputies to attend mandatory fundamental training within 90 days of appointment, excluding the state procurement office administrator.

Expands training requirement scope to include all governmental bodies (not just state and county) and defines "contracting workforce" to include committee and group members responsible for evaluating requests for proposal.

Appropriates funds for fiscal year 2018-2019 to update training modules and implement the procurement workforce training program, with implementation effective January 1, 2050.
