Prohibits any person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale counterfeit supplemental restraint system components, nonfunctional airbags, or airbags that do not meet federal safety requirements under title 49 Code of Federal Regulations section 571.208

Prohibits any person from intentionally or knowingly selling, offering for sale, installing, or reinstalling any device in a motor vehicle that causes the vehicle's diagnostic systems to fail to warn that the vehicle is equipped with a counterfeit airbag component, nonfunctional airbag, or no airbag

Defines "nonfunctional airbag" as a replacement airbag that was previously deployed or damaged, has electric faults detected by diagnostic systems, includes misleading parts, or is subject to federal prohibition under 49 U.S.C. § 30120(j)

Establishes violation of these prohibitions as a Class C felony

Takes effect upon approval; does not affect rights, duties, or proceedings that began before the Act's effective date
