Amends Article VIII, Section 3 of Hawaii Constitution to authorize the legislature to establish a surcharge on investment real property, excepting this from the exclusive county taxation power over real property.

Amends Article X, Section 1 of Hawaii Constitution to specify that revenues from the surcharge on investment real property shall be used to support public education.

Requires ballot question asking: "Shall the legislature be authorized to establish, as provided by law, a surcharge on investment real property to be used to support public education?"

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution, requiring voter approval through constitutional amendment process.
