Clarifies licensing exemptions for individuals providing behavior analysis services, including licensed psychologists and their supervisees, behavior technicians, teachers in school settings, graduate students, and direct support workers in schools.

Allows classroom teachers and teaching assistants to implement behavior analysis services designed by licensed professionals without requiring their own behavior analyst licensure.

Permits direct support workers in school settings to implement behavior analysis programs under supervision of a licensed behavior analyst or psychologist through January 1, 2019.

Requires the Department of Education to create an implementation plan for delivering Medicaid-billable applied behavior analysis services to all Medicaid-eligible students with autism spectrum disorder.

Mandates the Department of Education submit an initial report within 90 days and quarterly reports thereafter to the legislature and board of education detailing student numbers, staffing needs, Medicaid reimbursement amounts, and licensure updates.
