S.B. 2935 Summary

• Requires the Hawaii State Energy Office to adopt appliance efficiency standards modeled after California's standards in Title 20 California Code of Regulations, effective July 1, 2018.

• Applies efficiency standards to faucets, showerheads, computers and monitors, high color rendering index fluorescent lamps, commercial fryers, and other appliances the office deems appropriate.

• Mandates the office adopt implementation rules by January 1, 2020, using test methods specified in California regulations unless preempted by federal law.

• Establishes that standards apply to sale and offering for sale of covered appliances and devices in Hawaii, with any federally preempted standards severed while others remain in effect.

• Authorizes the office to enforce standards and adopt manufacturer certification rules coordinated with other states and federal agencies with similar standards.
