Increases Hawaii's minimum wage to $11.75 per hour beginning January 1, 2019, $13.35 per hour beginning January 1, 2020, and $15.00 per hour beginning January 1, 2021.

Requires the Department of Labor and Industrial Relations to calculate and publish adjusted minimum wage rates annually beginning September 30, 2021, using the consumer price index for all urban consumers (CPI-U) for the Honolulu area.

Adjusted minimum wage rates take effect on January 1 following their calculation and cannot decrease from the previously established rate in any given year.

Eliminates the tip credit provision that previously allowed employers to pay tipped employees below the minimum wage if combined wages and tips met certain thresholds.
