S.B. 2951 Summary

• Transfers nomination authority for Hawaii Community Development Authority (HCDA) representatives from county councils to the President of the Senate and Speaker of the House of Representatives for all three community development districts (Heeia, Kalaeloa, and Kakaako).

• Requires each district to have three representatives: two residents (one nominated by Senate President, one by House Speaker) and one small business owner or nonprofit organization representative (nominated from combined lists submitted by both legislative leaders).

• Adds "active manager" as a qualification option alongside "owner" for small business representatives and clarifies that small businesses must be "located and doing business within the physical boundaries" of the respective district.

• Specifies that no person nominated for HCDA district representative positions can be nominated for more than one seat.

• Effective date: July 1, 2050.
