Allows returned Peace Corps volunteers to earn service credit in Hawaii's Employees' Retirement System for their time served in the Peace Corps, similar to military service credits.

Adds Peace Corps volunteer service as both a membership service credit (Section 88-51(15)) and prior service credit (Section 88-57(6)), with the provision that members must make required contributions for credited service.

Exempts Peace Corps service credits from the moratorium on benefit enhancements established under section 88-99.

Intends to incentivize returned Peace Corps volunteers to remain in Hawaii and join the state workforce, particularly to address teacher shortages in the Department of Education.

Effective July 1, 2019.
