Prohibits lessees who sell or transfer their interest in a Hawaiian home lands lease from obtaining a subsequent lease for the same class of land.

Establishes three exceptions to the prohibition: (1) leases acquired pursuant to section 209 of the Hawaiian Homes Commission Act; (2) situations where the only prior lease interest was held jointly with co-lessees; and (3) other circumstances qualifying as exceptions set forth in administrative rules.

Limits beneficiaries to acquiring a lease under only one of the three available exceptions.

Addresses the legislature's concern that some native Hawaiians who received initial leases sold or transferred them and then re-entered the waitlist, reducing opportunities for other eligible beneficiaries to receive leases.

Effective upon approval by the Hawaii governor and consent of the United States Congress.
