Requires the Executive Office on Aging to include in its annual report to the legislature a section detailing kupuna caregivers program outcomes, including evaluation metrics, cost breakdown by county and service type, waiting list data by county, and recommendations for program implementation.

Directs the Executive Office on Aging to submit a plan to the legislature no later than twenty days before the 2019 regular session outlining how to maximize the number of program participants and offer core services.

Adds activities of daily living and attendant care to the list of covered services under the kupuna caregivers program, which provides up to $70 per day in funds for services that would otherwise be performed by qualified caregivers.

Requires all service providers participating in the program to obtain all required licenses or certificates, including licensing under chapter 321, Hawaii Revised Statutes.

Takes effect on July 1, 3000.
