Requires the legislative reference bureau to conduct a sunrise analysis by September 1, 2019 examining frameworks for establishing a paid family leave program in Hawaii.

Analysis must include comparative review of other state paid leave models, consideration of scope of coverage, gender equity, application ease, benefit payment speed, financial sustainability, administration, data collection, and compliance monitoring.

Directs analysis to include Hawaii-based cost breakdowns by model showing projected impacts on employers by size, employees, and compliance costs relative to other employer mandates.

Requires examination of compliance and enforcement options with recommendations for additional staffing needs at the department of labor and industrial relations.

Appropriates $350,000 from general revenues for fiscal year 2018-2019 to conduct the analysis; allows legislative reference bureau to contract consultant services exempt from procurement requirements.
