Amends Section 11-391 of Hawaii Revised Statutes to exempt signs and banners from campaign advertisement disclaimer requirements that normally apply to broadcast, televised, published, or electronically communicated advertisements.

Signs and banners advocating the passage or defeat of a ballot issue or question must still contain the name and address of the candidate, candidate committee, or noncandidate committee paying for them.

Maintains existing requirements for other advertisements to include the payer's name and address and a notice stating whether the advertisement has or has not been approved by the candidate.

Takes effect upon approval.
