Amends Hawaii Revised Statutes section 378-3 to clarify that anti-discrimination laws do not prohibit employers from refusing to hire, refusing to refer, or discharging employees for reasons unrelated to discriminatory practices covered by sections 378-2, 378-2.3, 378-2.5, and 378-2.7

Replaces the existing standard that allowed employment actions based on "ability to perform the work" with a new standard limiting protections to actions "unrelated to sections 378-2, 378-2.3, 378-2.5, or 378-2.7"

Sections 378-2, 378-2.3, 378-2.5, and 378-2.7 address discriminatory practices, unequal pay due to sex discrimination, criminal conviction records, and credit history, respectively

Does not affect rights, duties, penalties, or proceedings that began before the July 1, 2018 effective date
