SB 3006 Summary

• Requires the Legislative Reference Bureau to conduct a study on construction projects in Hawaii, examining factors contributing to costs, key cost overruns, and effects of alternative building codes on the plumbing industry and public health and safety.

• Directs the Legislative Reference Bureau to submit findings and recommendations to the legislature no later than twenty days before the convening of the regular session of 2019.

• Appropriates funds from general revenues for fiscal year 2018-2019 to the Legislative Reference Bureau to conduct the construction study.

• Amends Section 107-25, Hawaii Revised Statutes, to allow the International Plumbing Code to be used in lieu of the Uniform Plumbing Code for state projects when approved by the administrative authority, subject to conditions including written request by a licensed professional engineer, recorded approval, engineer-stamped plans, and clear labeling that the International Plumbing Code was used.

• Takes effect January 1, 2050, with Part II (plumbing code provisions) taking effect January 1, 2100.
