Mandates the Department of Health to implement four recommendations from a 2014 auditor's report on the advance disposal fee (ADF) glass container program, including performing a cost-benefit analysis of combining ADF and deposit beverage container glass processing streams.

Requires the Department of Health to update the 2008 draft glass recycling policy to equally allow recycling or down-cycling, clearly permit glass stockpiling for inventory purposes, provide a complete list of approved down-cycling options, and allow glass as alternative daily cover.

Directs the Department of Health to work with stakeholders to develop practical policies and rules for glass stockpiling and to increase the recovery rate for ADF glass containers to 75 percent.

Requires the Department of Health to submit a report to the legislature no later than twenty days prior to the 2019 regular session detailing findings, updated policies, new rules, and plans to achieve the 75 percent recovery rate.

Appropriates general revenues to the Department of Health for fiscal years 2017-2018 and 2018-2019 to conduct the cost-benefit analysis; effective date is June 1, 2050.
