Amends Section 103-55.6, Hawaii Revised Statutes, to clarify apprenticeship agreement requirements for public works contracts valued at $250,000 or more.

Adds word "directly" to specify that bidders must directly employ workers in apprenticeable trades to qualify for the 5 percent bid preference.

Requires procurement agencies to verify prior to contract award that the apprenticeable trades for which a bidder qualified for the preference are actually needed for the specific public works project.

Maintains monthly certification requirement for awarded contractors to confirm continued party status to registered apprenticeship agreements for all directly employed apprenticeable trades throughout project duration.

Preserves existing sanctions for bidders who lose apprenticeship agreement status after work commences, including work cessation and debarment proceedings.
