Amends the definition of "qualified community rehabilitation program" in Hawaii Revised Statutes §103D-1001 to remove the requirement for state certification under §387-9 for programs employing persons with disabilities.

Removes provisions in §387-9 that allowed special minimum wage certificates for individuals whose earning capacity is impaired by old age or physical or mental deficiency or injury.

Requires the Department of Business, Economic Development, and Tourism to conduct a study on the effects of minimum wage increases on Hawaii's economic condition and provide case study examples of small business support programs in areas where minimum wage was increased.

Directs DBEDT to submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2019 regular session.

Appropriates funds for fiscal year 2018-2019 to conduct the study; effective date January 1, 2050.
