Legalizes the manufacturing of edible cannabis products for medical purposes by licensed medical cannabis dispensaries as a type of manufactured cannabis product.

Requires edible cannabis products to be tested and labeled for dosage and strength, and prohibits gummies, brightly colored candies, and products that may attract children or resemble commercially available products.

Limits liquid edible cannabis products to a maximum of 10 milligrams of activated tetrahydrocannabinol (THC) per serving.

Establishes that cannabis products must be manufactured in facilities meeting food establishment sanitary standards under Hawaii Administrative Rules chapter 11-50, but prohibits manufacturing in licensed food establishments or home kitchens.

Requires comprehensive labeling and packaging standards including child-resistant opaque packaging, black lettering on white background, "For medical use only" warnings, contents and potency information, batch numbers, and allergen disclosures.
