Expands county authority to use land-secured financing through improvement districts and community facilities districts to fund operating costs for specified county services, in addition to capital improvements.

Authorizes improvement districts and community facilities districts to finance eight types of county services: police protection (including criminal justice services for jails and detention), fire protection, ambulance and paramedic services, recreation programs, park and street maintenance, flood and storm protection, hazardous substance cleanup, and maintenance of capital improvements.

Prohibits bonds from being issued to directly fund the county services listed, but allows bonds to fund capital facilities used to provide those services.

Permits improvement district assessments and community facilities district special taxes to finance new or expanded services that were not previously available in the district, provided that additional services cannot replace services already available when the district was created.

Takes effect upon approval.
