S.B. 3064 Summary

• Request the Public Utilities Commission to take immediate, favorable action on applications for new joint pole agreements relating to electric utility distribution pole attachments by joint owners and sub-attaching third parties.

• Require applications to include a remediation plan for removing double poles (and triple poles) with collaboration from all sub-attaching third parties, and ensure ratepayers are not charged for old pole removal work.

• Direct the Public Utilities Commission to report to the legislature upon approval of new joint pole agreements, including any additional conditions imposed.

• Require parties to submit a preliminary progress report no later than twenty days before the 2019 legislative session and a final report no later than twenty days before the 2020 legislative session regarding double pole removal and replacement status.

• Effective date: July 1, 2018.
