SB 3068 Summary

• Implements recommendations from the Hawaii Sea Level Rise Vulnerability and Adaptation Report to address climate change and sea level rise impacts across state and county agencies.

• Requires state departments and counties to review policies, update capital improvement planning to incorporate sea level rise projections, adopt development review processes for projects lasting 30+ years, develop design standards for flood resilience, and conduct critical infrastructure assessments.

• Establishes the Office of Planning's responsibilities including integrating sea level rise into state planning, maintaining an inventory of developable lands outside exposure areas, establishing a committee on sea level rise and managed retreat, and developing a financing strategy for adaptation costs.

• Modifies coastal zone management objectives and policies to promote adaptation strategies for accommodation, protection, and retreat in response to sea level rise; requires real estate disclosures for properties in sea level rise exposure areas.

• Makes appropriations to state and all four counties (Hawaii, Kauai, Maui, Honolulu) for fiscal year 2018-2019 to implement the act; effective date is July 1, 2050.
