Establishes the Hawaii Teacher Stipend Program administered by the Department of Education to address teacher shortages in select fields and the Hawaii public school system.

Eligible students must be enrolled at a University of Hawaii campus, qualify for Hawaii resident tuition, and be enrolled in a state-approved teacher education program.

Stipend recipients must teach in Hawaii public schools for three to five consecutive years as licensed teachers immediately following program completion, or repay a proportionate percentage of stipend funds received for each year of non-compliance.

Creates the Hawaii Teacher Stipend Program Special Fund to receive legislative appropriations and repayments from students who breach their teaching commitments, with funds used for ongoing stipend distribution and related program costs.

Appropriates unspecified amounts from general revenues for fiscal year 2018-2019 to establish and implement the stipend program.
