Appropriates funds to the Agribusiness Development Corporation for fiscal year 2018-2019 to support the U.S. Department of Agriculture Pacific Basin Agricultural Research Center's work on Hawaiian papaya quality and marketability issues (specific dollar amount left blank in bill text).

Directs research efforts to identify factors affecting local papaya quality, develop protocols to enhance marketability of Hawaiian papayas, and trace fruit from Hawaii fields through treatment and packing to customer delivery to identify problem areas.

Requires the State Auditor to conduct a management and financial audit of the Agribusiness Development Corporation and submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2020 regular session convenes.

Takes effect on July 1, 2050.
