Extends the deadline for counties to adopt a surcharge on state tax from March 31, 2018 to June 30, 2018, for counties that have not previously established such a surcharge.

Requires counties with a population of 500,000 or less that adopt a surcharge to use at least 60 percent of surcharge revenues for operating or capital costs of public transportation systems, including roadways, buses, trains, ferries, pedestrian paths, and bicycle paths.

Limits roadway use of surcharge funds to no more than 2 percent of total surcharge revenues received for counties with 500,000 or less population.

Allows surcharge revenues to be used for Americans with Disabilities Act compliance expenses related to public transportation.

Maintains the requirement that no county surcharge on state tax may be levied prior to January 1, 2019, or after December 31, 2030.
