Adds new section to Hawaii Revised Statutes Chapter 329 authorizing specific activities upon FDA approval of prescription drugs containing cannabidiol.

Permits licensed health care providers to prescribe FDA-approved cannabidiol prescription drugs to patients within their authorized scope of practice.

Allows pharmacists and licensed health care providers to dispense FDA-approved cannabidiol prescription drugs pursuant to valid prescriptions.

Permits patients and authorized representatives to possess, transport, and use FDA-approved cannabidiol prescription drugs when issued a valid prescription, and allows licensed pharmacies and wholesalers to possess and transport such drugs for dispensing purposes.

Requires the department to amend its rules upon FDA approval of cannabidiol prescription drugs and does not restrict existing access to medical cannabis or recreational marijuana under state law.
