Appropriates unspecified general revenue funds for fiscal years 2017-2018 and 2018-2019 to establish, staff, and operate two mobile clinics serving the homeless population.

Mobile clinic staff must include at minimum one doctor, one nurse, one pharmacist, and one psychiatrist, with additional staff as needed including medical and nursing students.

Mobile clinics must provide non-emergency medical services, STI/HIV/hepatitis testing, family planning, behavioral health and substance abuse services, mental health services, dental care, pharmacy services, shower and laundry facilities, clean clothing, health insurance enrollment, and referral services.

Appropriated funds shall be expended by the Department of Human Services.

Effective date is July 1, 2070.
