Department of Commerce and Consumer Affairs shall regulate all channel number designations and relocation of public, educational, and governmental (PEG) access channels unless prohibited by federal law.

Cable operators cannot change PEG channel designations or relocate PEG channels without: (1) completion of a public outreach campaign approved by the cable television division, (2) mutual agreement with the designated access organization, and (3) satisfaction of any other department requirements.

Department may adopt rules under Chapter 91 to establish additional requirements for cable operators regarding PEG channel changes.

Legislation addresses consumer protection concerns by ensuring public access to government broadcasts and emergency information during natural disasters, and prevents confusion caused by uncoordinated channel redesignations.
