Allows advanced practice registered nurses (APRNs) with psychiatric specialization to provide assisted community treatment services previously limited to psychiatrists, including prescribing medication and testifying in family court proceedings.

Expands the definition of "licensed mental health professional" in section 577-29 to include APRNs with psychiatric specialization, enabling them to provide mental health treatment and counseling services.

Permits APRNs to provide medical care and services to minors seeking pregnancy care, venereal disease treatment, or family planning services without parental consent, with the same authority as licensed physicians.

Defines "advanced practice registered nurse" and "advanced practice registered nurse with prescriptive authority" in the Hawaii Revised Statutes to establish their qualifications and scope of practice.
