Replaces Medicare Resource Based Relative Value Scale with United States Department of Labor Office of Workers' Compensation Programs fee schedule for workers' compensation medical charges, effective January 1, 2018.

Allows the director of labor and industrial relations to establish additional fee schedules for treatments not covered under the federal OWCP schedule, set at or above prevalent charges for private health care services.

Requires the department of labor and industrial relations to analyze the Act's impact on injured workers' access to treatment and report findings to the legislature by twenty days prior to the 2024 regular session.

Appropriates funding for fiscal years 2017-2018 and 2018-2019 to conduct analysis of the Act's effects on workers' compensation claimants' access to appropriate treatment.

Repeals on December 31, 2024, with the prior workers' compensation medical fee schedule language restored unless reenacted.
