Requires all individuals to comply with the federal Military Selective Service Act to enroll in state-supported post-secondary educational institutions, including University of Hawaii campuses, colleges, and community colleges.

Prohibits individuals not in compliance with the Military Selective Service Act from receiving state-funded loans, grants, scholarships, or other financial assistance for post-secondary education.

Bars non-compliant individuals from employment by the State, its political subdivisions, and all state and county offices, boards, commissions, departments, and agencies.

Provides exceptions for persons under 18 or at least 26 years old, those serving in the armed forces, non-citizens, permanent residents of Trust Territory of the Pacific Islands or Northern Mariana Islands, and those excused from registration by federal law.

Establishes the University of Hawaii and state and county employers as responsible for verifying Military Selective Service Act compliance.
