Establishes criminal offense for intentionally or knowingly directing a beam of light from a laser or laser scope producing over five milliwatts of energy at an occupied aircraft, making it a misdemeanor.

Elevates offense to a class C felony if the laser beam renders the pilot unable to safely operate the aircraft or causes injury to the pilot, crew, or passengers.

Adds definitions for "aircraft," "laser," and "laser scope" to Hawaii Revised Statutes Chapter 136.

Exempts activities conducted by the Department of Defense, Department of Homeland Security, or police officers acting in official capacity for research, development, operations, testing, or training.

Takes effect July 1, 2050.
