Allows one nonvoting representative from each county council to attend collective bargaining negotiations if their county has employees in the bargaining unit.

Reduces the governor's voting power from 4 votes to 1 vote for bargaining units (11) and (12), which involve police officers and firefighters.

Requires the applicable mayor or mayor's representative to provide timely updates on bargaining unit negotiations to the respective county council in executive meetings when county employees are involved.

Applies to all county employees across bargaining units (1), (2), (3), (4), (9), (10), (11), (12), (13), and (14).
