Amends Hawaii Revised Statutes Section 92-2 to include "county council" in the definition of "board" for purposes of open meetings law.

Adds new subsection (h) to Section 92-2.5 allowing county council members to share public government records with other council members, provided the records were created by non-council personnel and transmitted with only neutral identification statements.

Requires county council members sharing records to file transmittal documents and records in the county council office on the same day, with public access available at least 24 hours before council discussion of related matters.

Prohibits any voting commitments in connection with shared records and limits record sharing to business hours.

Takes effect on January 7, 2059.
