Amends section 205-42 of Hawaii Revised Statutes to modify the definition of "important agricultural lands" by adding the word "clearly" to the introductory language.

Defines "important agricultural lands" as lands that are capable of producing sustained high agricultural yields, contribute to the State's economic base, or are needed to promote future agricultural expansion and income.

Adds a new definition of "landowner" to include private landowners, owners of public lands as defined under section 171-2, and tenants of public lands.

Takes effect on July 1, 2050.
