Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program within the Department of Education to provide standardized framework and funding for after-school programs in public middle and intermediate schools statewide.

Authorizes the Department of Education to award grants to schools, enter into contracts with providers, establish selection criteria, monitor programs, and conduct site evaluations of funded after-school initiatives.

Requires the Department of Education to submit annual reports to the legislature detailing grants awarded, program implementation, fee collection plans, and efforts to secure non-state funding for program sustainability.

Establishes the R.E.A.C.H. program special fund to receive legislative appropriations, collected student participation fees, interest earnings, and other revenue sources to supplement program administration and operations.

Authorizes the Department of Education to assess participation fees to students under chapter 91 administrative procedures to help fund program administration, personnel, activities, and services.
