Exempts citizen complaints against police officers involving allegations of domestic violence from the requirement to be in writing or sworn to by the complainant.

Defines "family or household member" for purposes of this provision using the same definition as section 709-906 of the Hawaii Revised Statutes.

Addresses concerns that written and notarized complaint requirements may discourage domestic violence victims, friends, and family members from reporting abuse by a police officer due to safety concerns or fear of retaliation.

Adds a new section to Chapter 52D, Hawaii Revised Statutes, to establish this exception for officer-involved domestic violence complaints.
