Requires the executive office on aging to establish the kupuna caregivers program, subject to available funds, to assist working community members in obtaining care for elderly family members.

Makes establishment of the kupuna care program mandatory and clarifies that it shall be coordinated by the executive office on aging and implemented through area agencies on aging.

The kupuna caregivers program provides a maximum allocation of $70 per day to cover transportation, personal care, respite care, adult day care, and chore and homemaker services, with funds issued directly to service providers.

Defines care recipients as individuals 60 years or older with impairments in activities of daily living or instrumental activities of daily living, who are not residents of long-term care facilities and are not covered by comparable government or private services.

Appropriates unspecified general revenues for fiscal years 2017-2018 and 2018-2019 to establish and implement the kupuna caregivers program.
