Director of Public Safety must submit a report to the legislature no later than twenty days before the 2018 regular session addressing solitary confinement in Hawaii and Arizona correctional facilities housing Hawaii inmates.

Report must include the number of inmates in solitary confinement, reasons for administrative segregation lasting 14+ days or disciplinary segregation lasting 60+ days, data on transgender inmates in solitary confinement with reasons and duration, and other relevant information.

Department of Public Safety must expand the environmental impact statement process for Oahu Community Correctional Center relocation by considering alternative sites of 4.5 acres or larger and providing a list with reasons for including or excluding sites.

Department must consult with the task force created by House Concurrent Resolution No. 85 (2016) and the corrections population management commission regarding appropriate capacity and design of the relocated facility, considering criminal justice changes including pre-trial diversion, HOPE program expansion, work furlough, and alternatives to incarceration.

Department must submit a report on the site selection and facility design considerations to the legislature no later than twenty days before the 2018 regular session.
