Amends Section 155D-2.5 of Hawaii Revised Statutes to remove the effective date limitation for feed development costs, allowing documentation to be filed for feed sold to qualified producers within the immediately preceding fiscal quarter.

Appropriates funds from general revenues for fiscal year 2017-2018 to the Department of Agriculture's livestock revitalization program, with allocations for reimbursing qualified producers of milk, pork, eggs, poultry, beef, sheep, lamb, goats, and seafood for feed costs, and reimbursing feed developers and researchers for feed development and research costs.

Authorizes the Director of Finance to issue general obligation bonds for planning, designing, and purchasing a livestock feed mill to process waste materials into aquaculture and livestock feed.

Allows the Department of Agriculture to expend up to a specified amount from the appropriation to administer and operate the qualified feed developer grant program, including support services and administrative overhead.

Establishes that capital improvement appropriations do not lapse at the end of the fiscal biennium, with any unencumbered funds lapsing as of June 30, 2020.
