Establishes that any violation of mandatory condominium law provisions by a board of directors or its officers and members constitutes a per se breach of fiduciary duty, with a safe harbor for board members who vote against the violation and create a written record of disagreement within 45 days.

Permits association members to participate in board deliberations and discussions (outside executive sessions) pursuant to owner participation rules that the board may adopt and must notify all owners about.

Requires board meeting notices to include a list of business items expected to be on the agenda.

Reduces the timeline for making unapproved final drafts of board meeting minutes available to owners from 60 days to 14 days after the meeting.

Effective date: July 1, 2059.
