Increases the Commission on Water Resource Management from seven to eight members by adding the chairperson of the Hawaiian Homes Commission or the chairperson's designee as an ex officio, voting member.

Requires the new Hawaiian Homes Commission representative to serve as a voting member alongside the existing five appointed members, the chairperson of the board of land and natural resources, and the director of health.

Addresses the legislature's finding that the state water code has not been fully implemented in compliance with section 174C-101(a), Hawaii Revised Statutes, which requires adequate water reserves for Hawaiian home lands development.

Notes that water reserves have only been established for Hawaiian home lands on Oahu, Molokai, and Keauhou on the island of Hawaii, and direct Hawaiian Homes Commission representation is necessary to fulfill statutory requirements.

Takes effect on July 1, 2050.
