Establishes the Hawaii Airport Corporation as an independent public instrumentality within the Department of Transportation for administrative purposes only, effective July 1, 2018.

Creates a nine-member board of directors appointed by the governor, with one member representing each county (Hawaii, Kauai, Maui) and the City and County of Honolulu, requiring relevant business and management experience.

Appoints a Chief Executive Officer selected by majority board vote based on airport management experience at large or medium-hub airports, with authority to hire employees and manage the corporation's operations.

Transfers all airport planning, management, and operational functions from the Department of Transportation's Airports Division to the new corporation, including jurisdiction over aeronautics statewide.

Protects transferred employees by maintaining civil service status, collective bargaining agreements, salary, seniority, and benefits without loss due to the transition.
