Requires the Department of Human Services (DHS), in collaboration with the Department of Health, to review the Hawaii Pathways Project pilot and expand efforts to use Medicaid for supportive housing services for chronically homeless individuals.

DHS must consider eligibility criteria, supportive housing services (including outreach, housing search, eviction prevention, mental health/substance abuse coordination), and financing strategies when planning the expansion.

DHS must apply to the Centers for Medicare and Medicaid Services for an amendment to the state 1115 Medicaid waiver to enable provision of supportive housing services.

DHS shall submit a report to the Legislature no later than twenty days prior to the 2019 regular session, including the status of the waiver amendment, description of services to be provided, and proposed eligibility criteria.

Appropriates unspecified funds from general revenues for fiscal year 2018-2019 to restore basic adult dental benefits to Medicaid enrollees, with DHS required to obtain maximum available federal matching funds.
