Requires the Governor to prepare a comprehensive deferred maintenance plan to gradually eliminate all deferred maintenance costs for state-owned buildings, facilities, and other improvements.

Plan must include a target completion date, alternative dates, calculation standards, responsible agencies, total funding estimates, and proposed annual appropriation schedules through the target date.

Governor must submit the initial plan with the executive budget for fiscal biennium 2019-2021 and provide annual updates with subsequent budgets, including progress reports.

Imposes identical deferred maintenance planning and reporting requirements on the Chief Justice for all judiciary-owned buildings, facilities, and other improvements.

Appropriates funds to the Office of the Governor and the Judiciary for fiscal year 2017-2018 to prepare their respective deferred maintenance plans.
