Appropriates general funds to continue the concussion educational and monitoring program for school athletics established under Act 197 (2012) and expanded under Act 262 (2016).

Funds cover development and implementation of concussion monitoring and educational programs for school athletics and youth athletic activities, as well as administration of concussion testing for high school student athletes.

Appropriated sums shall be expended by the University of Hawaii department of kinesiology and rehabilitation science for fiscal years 2017-2018 and 2018-2019.

Requires the department to submit annual reports to the legislature no later than twenty days prior to the convening of regular sessions in 2018 and 2019 regarding implementation progress.

Takes effect on July 1, 2070.
